What is the Second Occupancy Licence or “cedula de habitabilidad”?

The Certificate of occupancy is the document that certifies that our home complies with the standards and parameters of occupancy. It is signed by a competent professional who, after carrying out the corresponding inspection, certifies that it meets the minimum requirements for habitability.

This certificate is used to process the Second Occupancy Licence or Certificate of occupancy. Once issued, it allows the owner of the property to contract the necessary  supplies such as electricity, water and gas, and even to rent or sell it.

It is also possible to apply for a certificate of unused premises, which is necessary for premises without commercial activity but which are required to have water and electricity.


The cost of the certificate of occupancy has to be calculated on a case-by-case basis, for information purposes the cost will depend on the size of the property.
